Any AZ DPS Inspected Tow Truck can tow an unregistered vehicle to a specific property as long as you have proper authorization for the vehicle and the drop-off location allows it. The vehicle does not need to be registered to be transported by tow truck, but usually proof of ownership is required, permission to move it, and a clear delivery address.  You cannot move a vehicle to property that is not yours - for example "Burger King Parking Lot"
